Special Containment Procedures:

Requirements for procedure:

  • 6 Foundation security staff equipped with Level B hazardous material clothing, breathing masks and goggles to be worn at all times inside the building
  • 11 Foundation vetted restaurant staff. Chef, Demi-chef, Sous-chef, Kitchen porter (x2), 4 waiting staff, Maitre'd
  • 4 x 5 litre pressurized canisters of solvent-22 with spray hoses
  • 1 x 15 litre pressurized tank of 20% solution solvent-22 with wide dispersal spray hose
  • One 50L containment vessel
  • One 400W hydraulic pump
  • Backup van containing full HAZMAT gear for 6 persons and 2 x Biohazard Cordon Utility Crates

Procedure:

  • Foundation security staff to arrive at site no later than 0500 local time each day, foundation vetted staff to arrive no later than 09:00
  • Attending security to unlock and enter the build by the main entrance, taking care to relock the premises afterwards.
  • Security staff are to proceed through the restaurant to the kitchen while spraying solvent-22 on all surfaces and fittings, ensuring complete and even coverage.
  • Proceeding to the cellar via the stairwell adjacent to the kitchen security staff should make a full check of all surfaces before spraying down. If excessive quantities of SCP-1731-1 are observed to be present (excessive defined as more than 80% of surfaces covered) Procedure 1731-Chowder should be implemented.
  • If quantities are within acceptable limits an inventory check should be conducted before indicating to the delivery vehicle that it may approach.
  • Vehicle should approach and wait on station.
  • Security staff to unlock drayman's hatch from the inside only
  • Street outside should be washed down using solvent-22 diluted to 20% via pressurised hose, directing all flow towards the hatch.
  • Street should be rinsed using normal water from the standpipe again taking care to direct the flow towards the hatch.
  • Brushes should be used to sweep residual water towards the hatch and disposed of.
  • All resulting solution should then be collected via pump and the collection vessel.
  • Cellar to be restocked from delivery vehicle
  • Collection vessel to be loaded onto delivery vehicle
  • Draymans hatch to be closed and locked from the inside
  • At 09:30 Vetted Staff to enter building and prepare for days trading.

Additional:

At ~09:57 SCP-1731-2 will arrive enter the building, change, and take up station at the door. During this process he is not to be obstructed but pleasantries may be exchanged if he engages you in conversation. At 11:00 the restaurant should be opened to the general public.

At ~23:45 as indicated by SCP-1731-2 entering the building, changing and departing, the business should be closed for the evening. A swift but thorough check of all fittings and surfaces in the kitchen and cellar to be made but unless excessive quantities of SCP-1731-1 are present the staff should depart swiftly. Senior Security officer present is responsible for checking the doors and hatch are properly sealed and locked and alarms are armed.

Description:

SCP-1731 is a seafood restaurant situated in St Martin's Court, London, UK.

SCP-1731-1 is a foamy substance with a distinct chemical sheen. This appears to be generated spontaneously from the cellar floor of SCP-1731. SCP-1731-1's apparent function is to thoroughly and spotlessly clean any and all surfaces it comes into contact with. It appears to have some form of rudimentary programming or intelligence which allows it to identify its initial targets, however once the cellar and kitchen have been covered it loses all direction and simply expands.

SCP-1731-2 is an apparent human dressed in classical doorman's attire. SCP-1731-2's conversation is generally limited to pleasantries and comments on the weather. To all intents and purpose during the day he executes a doorman's duties perfectly. He refuses any tips offered but can be drawn to comment on his previous careers as a doorman in New York and Paris. Closure of the restaurant causes SCP-1731-2 to become extremely agitated for the first 24 hours and after 48 he should be considered dangerous.

SCP-1731-3 is an unremarkable drayman's hatch opening onto the street outside the restaurant. When securely locked it poses minimal public threat. Opening the hatch from the outside causes vast quantities of SCP-1731-1 to spill from inside into the street. If SCP-1731-2's observes the hatch being opened from the outside he will shout a warning but take no other action, if the hatch is then opened he will attempt to close it but has not been observed to meet success unaided. In the event SCP-1731-3 is opened from the outside an alarm will be triggered and HQ will declare Procedure 1731-Brixton in action.

Addendum:

Background:

Established in 1893 the business faces a busy thoroughfare for locals, commuters and tourists. Outwardly normal the site is under Foundation custodianship due to the generation of SCP-1731-1 and the possible public threat engendered by SCP-1731-1, SCP-1731-2 and SCP-1731-3. The original founder and proprietor of the restaurant was described as a eccentric and recorded interviews with staff described his tyrannical attitude to cleanliness within and without the business. The restaurant came to the Foundation's attention in 1894 when reports of contamination on several occasions were investigated by the county medical officer. Oysters were regularly served and nausea from a “bad one” was not unusual so the first few reports were disregarded1. However when reports of symptoms unrelated and unexplainable were verified the officer forwarded his reports to the Sanitary Inspector General who in turn forwarded them to the Foundation out of concern. Relevant reports pertain to customers suffering from extreme pain in the sinus, abdomen and bowel presenting between 4-6 hours after eating at SCP-1731. Conventional treatments of the time would fail to relieve the symptoms. Symptoms would cease within 24-48hrs of presenting. In nearly all cases death would occur from a wasting disease within a month. The afflicted would be unable to keep food or drink down and eventually expire through malnutrition. Force feeding met with no success although intravenous nutrition is reported to extend subject lifespan for several weeks. Autopsies conducted by foundation personnel reveal that the internal flora and fauna of cadavers are completely absent, the bowels are voided but no faeces are released at time of death. For all intents and purposes the subject has been sterilized internally . Some scarring to the interior of the gut, bowel, throat and intestine is observable but the organs are largely intact. Liver, kidneys, lungs and heart appear to be unaffected. We can only assume that connections between SCP-1731 and those thus afflicted were not made due to the infancy of medical science at the time and the bias of the wealthy towards quackery.

Containment on-site and maintenance of SCP-1731 is recommended due to several factors:

  1. SCP-1731-1 is a potent cleaning material which can be neutralized after use by spraying down with solvent-22. The foundation has several uses for such a substance.
  2. SCP-1731 is only produced on this site. Attempts to reproduce it synthetically have failed. Attempts to remove portions of the cellar floor and reproduce the generation else where have failed.
  3. While contained SCP-1731-1 is of minimal public threat as long as the premises are cleaned daily. The restaurant provides an extremely profitable high-class front for the Foundation as well as an unlimited source of the substance.
  4. Free Oysters.
  5. Closure of the premises for more than 24 hrs creates a breach in the form of SCP-1731-2 returning on the second day, finding the premises closed again and "causing a scene". These scenes have resulted in deaths. See incident 1713-INC-12
  6. The drayman's hatch on the premises poses a possible dimension-breach scenario.
  7. It is unknown what the effect of destroying the building might be but taking both the drayman's hatch and the presence of SCP-1731-2 into account this should be considered only an option under 1713-CleanBreak conditions.

Recovery log:

Tests conducted on SCP-1731-1 indicate that it is mildly irritating to skin in the first few minutes of contact but rinsing with ordinary tap water is sufficient to prevent further discomfort. After rinsing skin samples have been observed to be completely sterile. If left in contact with skin for long periods the epidermis will become irritated and inflamed leading to blisters and high chance of infection. Contact with the eyes, inner ear or other sensitive tissue will result in irreversible damage2. Ingestion has reproduced earlier stated effects and observation of D-class subjects over the period confirm the destruction of gut function. D-Class subjects also have complained of loss of sense of smell, difficulty swallowing and other common-cold like symptoms.

SCP-1731-1 has attended the door of the venue since the opening as far as study of records or word of mouth can ascertain. Although photographs exist of the frontage from the opening day forward they are often of poor quality. Where the doorman is somewhat visible similarities to the current SCP-1731-2 are apparent. Intriguingly photographs of the founder also bear facial similarities to SCP-1731-2 but it is clear the doorman is much shorter in stature. Attempts to follow SCP-1731-2 after departure or ascertain where he comes from have failed. resources up to and including aerial surveillance have been deployed and though his gait is unhurried SCP-1731-2 always seems to evade tracking. Attempts to prevent his arrival have resulted in deaths of personnel the next day SCP-1731-2 has apologised for "causing a scene" and resumed his duties.

Procedure 1731-Chowder summary:

Communicate presence of excessive quantities to staff outside the premises who will deploy signs indicating the business is closed for today. The signs are to be randomly selected from document 1731-1-Closedown. In the event the sign is inappropriate or duplicate to most recent deployment please randomly select another. A full spraydown and deep cleanse of the premises will be conducted by Foundation staff. The door must be unlocked only to allow access to foundation staff and relocked afterwards. At all times there must be foundation staff near to all entrances and exits, members of the public are to be dissuaded from lingering outside the premises. At no point shall the draymans hatch be unlocked from the inside OR outside. SCP-1731-2 will appear and depart at the usual time but remain inside the restaurant.

Procedure 1731-Brixton Summary:

First on scene to report enactment of 1731-Brixton to local HQ. Local HQ to despatch MTF-1731 "Oysterband" to site. On site personnel to attempt to close the hatch by any means necessary until relieved by MTF-1731. MTF-1731 should clear the site of all other personnel upon arrival, secure the surrounding street area and station Security officers in full HAZMAT suits until the SCP is contained. If containment is deemed to have totally failed HQ is to release and enact procedure 755-CleanBreak.

1731-CleanBreak is designated privileged and need-to-know. Procedural information will be dispensed by MTF-1731 members and local control in the event of operational go.
